Government charges are one of the largest costs on any home purchase after the price itself. Karnataka stamp duty on flats 2026 buyers pay follows a slab system, with a cess and surcharge added, and registration fees doubled in 2025. Charges are calculated on the higher of the sale price or the government's guidance value for the locality. Together, they add roughly 7.6% to the cost of a typical Bengaluru flat above Rs 45 lakh. Below, we explain each charge, how guidance values work, what changed recently, and how to plan for them on a resale purchase such as a home at Misty Waters in Hebbal.
Stamp duty depends on the property's value:
Property value | Stamp duty |
|---|---|
Up to Rs 20 lakh | 2% |
Rs 21 lakh to Rs 45 lakh | 3% |
Above Rs 45 lakh | 5% |
On top of stamp duty, Karnataka levies a cess of 10% of the stamp duty and, in urban areas, a surcharge of 2% of the stamp duty. For a flat above Rs 45 lakh, that brings the stamp duty component to about 5.6% of the value. Rates are the same for men and women buyers in Karnataka.
Registration charges Karnataka buyers pay rose sharply in 2025. Effective 31 August 2025, the state doubled the registration fee from 1% to 2% of the property value, applying uniformly to residential, plotted, and commercial transactions. Added to the stamp duty component, the total government charge on a Bengaluru flat above Rs 45 lakh comes to roughly 7.6%.
Charge | Rate (flat above Rs 45 lakh) |
|---|---|
Stamp duty | 5% of value |
Cess | 10% of stamp duty (about 0.5% of value) |
Surcharge (urban) | 2% of stamp duty (about 0.1% of value) |
Registration fee | 2% of value |
Approximate total | About 7.6% of value |
Guidance value is the minimum value the state sets for property in each locality, published on the Kaveri online portal. Stamp duty and registration are charged on whichever is higher: the agreed price or the guidance value. If you negotiate a price below the guidance value, charges still follow the guidance value.
Reports on the latest guidance value Bangalore revision differ. One set of reports describes increases of 6–15% across Bengaluru urban limits in February 2026, while others described a proposed 10–15% increase from April 2026 that had not been formally notified as of May 2026. Because the figure directly affects your charges, check the current guidance value for the specific property on the Kaveri portal before you agree a price.
On a flat valued at Rs 2 crore, with the price above the guidance value, the charges would be approximately: stamp duty of Rs 10 lakh, cess of Rs 1 lakh, surcharge of Rs 20,000, and a registration fee of Rs 4 lakh, a total of about Rs 15.2 lakh. Registration now costs twice what it did before August 2025 on the same property, which adds Rs 2 lakh on this example. Resale prices at Misty Waters are shared on request, so apply the same calculation to your actual figure.
Buyers most often go wrong in three ways. Some budget stamp duty on the agreed price without checking the guidance value, only to find the charge is higher. Others use older figures that still show a 1% registration fee, underestimating the cost by a full percentage point. A few forget that the cess and surcharge sit on top of the headline 5%. Each mistake can leave a buyer short at the sub-registrar's office, where the full amount must be paid before registration. Building the correct figures into your loan and savings plan from the start avoids that stress.
When spouses or family members buy together, the total stamp duty and registration are the same as for a single buyer, since they are charged on the property's value rather than per person. Joint ownership can still help with loan eligibility and tax planning, so discuss the structure with your lender and a chartered accountant.
On a resale purchase in a completed project, stamp duty and registration are the main government charges, since GST does not apply. New launches attract 5% GST on most purchases in addition to stamp duty and registration. Our cost sheet guide lists every other charge on a resale, including association fees and brokerage.
Registration takes place at the sub-registrar's office covering the property, with much of the process now online through the Kaveri 2.0 system. Buyers pay stamp duty and registration before or at registration, usually by online payment or bank challan. Keep the receipts safely, since they form part of your title documents. Stamp duty and registration paid may also qualify for an income tax deduction under the old tax regime within the overall limit for such deductions; our guide to home loan tax benefits in India explains the current rules.
